The page has no headings

There is substantial content but no headings at all.

Why it matters

With no headings there is no way to jump between sections: the whole page has to be traversed top to bottom, line by line. It is the difference between skimming and reading everything.

How to fix it

Mark the section titles that already exist visually as h1, h2 and h3, instead of a <div> or a bold <p>.
